How can I refute this quote?

“[One] type of gene therapy...adds normal genes... to produce something the patient lacks due to genetic defects. [Another type works] by obstructing genes that cause disease (Torr 37).

Genetically speaking it is a true statement,a caveat to this is cromosone imbalances need cromosone treatments that haven't been developed yet, as in some palsys and down syndrome, and I believe as well certain deformities, although most deformities are genetic.

What is that you want to refute?  Besides, the quote is about gene therapy, not genetic engineering.  Genetic engineering is manipulating genes to produce offspring with new or different characteristics.  Gene therapy is about manipulating the genes of an individual to affect health of that individual.
