Thats a tall order. Well we all need more than one flashlight and if you feel like getting him one then I suggest looking into the Pelican 7060 LED flashlight. Very bright and sturdy light.

There is almost always something you overlook when you start. A gift certificate to a local (or online) police supply company could be helpful.
