Good university depends on what you would like to specialize in.

The university can be really good overall, but may not be as good in what you choose to study.

So its better to choose what you want to study rather than choosing the university first.

I agree with the last answer. You should choose a subject area first and the look at http://extras.timesonline.co.uk/tol_gug/... to see which university os good at that area.
