  1. The back of the packaging should give you instructions for use and a formula to calculate the depth.  You need a line counter to be accurate.  I use the Pink Lady, Dipsy's are very popular too. You need a heavy action rod with 8-12lb test mono.

Recently I have stopped using the dipsy, in favour of light action, 6lb test, with a 3 way swivel with: 2ft of line going to a 1 or 2 oz bell sinker, and 2ft of line going to the lure.  Let it out a little at a time as you troll, so as not to get it tangled. Once you bounce bottom, reel it in a couple cranks and you're set.  Watch for a slight bend in the rod, as there is so much stretch in the line you may hardly notice the fish is on.

Will not work with thicker line, this system depends on the stretch of 6lb mono to get down with minimal weight attached.  Excellent for slow trolling for lakers and even brookies or splake that are below 15ft deep.   I haven't caught any salmon on this rig yet, but have not tried targeting them so no surprise there.

  2. Oi here goes if I remember correctly you should connect the back swivel to the swivel on your line. Then run a leader of about five feet behind the diver connected to the bottom of the diver. After that you connect your swivel and lure. You then send it down using the length of line out to calculate the depth. I wouldn't call them an alternative to a downrigger though as downriggers run far truer and the depth is easier to maintain. I'd also consider investing in Dipsy Divers since they have always worked really well for me.
