Haiti is part of Latin America?

the link says it is and so does Wilkepedia. I thought that it wasn't.

Latin America comprises the countries and colonies in the western hemisphere that have a "romance" language as the official language.  These languages are based on Latin and include Portuguese, Spanish, French (and Italian and Romanian).

It is part of Latin America because of the language spoken.
