Has Villahermosa recovered from the floods?

We would like to visit Villahermosa / Palenque and I have read about the floods...is everything back to normal?

Villahermosa recovered 100% in less than 3 months after the flood. The city is even prettier now than before because they rebuilt streets and even the museums are all new. Some businesses are still closed though. This happened over 2 years ago, Mexico doesn't treat hurricane disasters like the US, the government here actually tries to rebuild cities as fast as possible.
