I went to one near Seattle, food was cold and service was sloppy at best

I guess Wood was talking about a restaurant, while I assume you are talking about the city. Yes, Mazatlan is a lot of fun, and affordable. Check out the 'Trip Adviser' forum about Mazatlan. There are hundreds of posts you can read through about traveling to Mazatlan and what it is like. And you can avoid posts like the one you got from Wood.

I went to Mazatlan last year and I just got back from Puerto Vallarta. I love going to mexico for vacation. I think I kinda liked Mazatlan better. The beached there are really nice. It's not as dirty as Puerto Vallarta. www.tripadvisor.com

Its a nice place to go and have a good Mexico experience.  The weather is nice and the beaches are good.  Check out Lonely Planets site called the Thorn Tree for comments about Mexico and Mazatlan in particuliar.  Its free to join and then you can ask questions on the site about Mazatlan or anywhere else in Mexico or the world.
