Yep.  In simple, the more you spend, the more you 'qualify' as a winner.  As always, there's some 'fine print' that barely keeps them from being prosecuted for fraud by the Attorney General.

Like those ones that say you are a winner of UP TO a million dollars.  One Dollar (or 10¢) is still within that 'UP TO' specification.  It's like the old carnival stands where they display BIG prizes and guarantee that everyone wins a prize, but YOUR prize is some 2¢ hunk of junk.  It's still a 'prize', though.
