ur Q is not clear it says pick one of the 2 nations other than Canada, China, Ethiopia..

WHICH 2 countries? u did not mention from which list we should pick instead u gave countries that r to be excluded.

Another Q- why is Ethiopia included in the list with the other 2 countries? Just don't see the logic...

I believe the answer you're looking for is china and Canada, but china over all.  Most of china is greatly populated.  In fact it has the largest amount of people in the world.  It has greatly developed cities, and many of them.  And has been developed to a great extent, for a great many decades and centuries.  It was the first place to have a man made object, that could been seen from space.  I would pick China over Canada in an instant.  However, Canada, since you want two nations, is also more developed than Ethiopia,  It has a great many different cities, and has a greatly structured government.  You've got Ontario, Montreal, Victoria, and Vancouver, just to name some of the greatly developed cities within it. I however, would still go with China as being the most developed nation of the three.
