do they charge u for creating an account and once u buy a song or video do they just and the charge 2 ur internet bill or something else

no it's free to create an account and the the charge goes to you credit card to i tunes gift card

There is no charge to make an account, it's free! (you do need internet access though, but iTunes does not cost extra or anything.) If you don't have a credit card, then just choose "no credit card" as your payment option when you set up your account. Just know that you won't be able to download anything unless it's free, or unless you buy an iTunes gift card.
