Question

during the first year of college...for most universities (especially in DC)

...are we required to live in dorms the first year? And also, are we not allowed to use our cars ...??

It really depends on the university --I know at my school, we could have cars and dorms were not required; however, the schools you are looking at may well have a policy where freshmen have to live on campus.  I highly doubt any school will not allow freshmen to have cars (though it may be discouraged since parking might be difficult) --the living thing is really very variable though.
