  2. Normally local government rules are more important than those of international organizations.

    HOWEVER local governments may join international organizations like the UN through treaties.  This means that the local governments are now bound by the mandates of the international treaties that they signed, which are often managed by organizations like those you cite.

    We see this played out with the UN agency whose job it is to stop the proliferation of nuclear weapons.  They are all over certain nations that are supposed to not join the nuclear club, but totally ignoring other nations that have not signed the non-proliferation treaty.  Enforcement of the treatoes, against nations that signed them, is still dependent on the world community.

    If North Korea and iran have enough friends in the international community, via their politicking, then they can get away with violating the treaty that their nation signed, and perhaps regrets signing.

    As for where each organization operates, I suggest you use a search engine to find their web site & go exploring your questions there.
