yes in some states but must  show ID first time in Oregon almost everyone votes by mail but are very stricked on showing a oregon ID card Drivers license before they can vote by mail and proof of address and a utility bill in your name.

1.  Depends on your state.  Here in my state 15 days prior

2.  Yes, all eligible citizens have to register; most do so upon getting their driver's license (or renewal of it)

3.  If the voter moves out of state, they need to check and see if they are eligible to cast a vote in the new state; if not, they can still cast in the one they are registered in.  Just have to get the absentee ballot in advance

4.  Registration form from the Registry Department (local Court House)

5.  Identification to prove they are a true citizen; birth certificate, form of photo Id (military or driver's license); Social Security card
