Help with buying a cell phone...?

Question

I'm looking to buy a new cell phone for school, and I found a phone that I liked, but I am unsure if I can buy it.

Can you buy a phone from a carrier different than your own?

For example, my carrier is T-Mobile, but the phone that I want is a Verizon Wireless phone. Can I buy the phone and still keep T-Mobile as my carrier, or would I have to switch to Verizon Wireless in order to buy the phone?
