Help with connecting a phone?

I have a serge protector that has a phone chord outlet (?). When I plug the phone chord into the hole, why don't I get a dial tone?

the way it works. you connect one side to the phone jack and the other side to the phone.

If you do not get dialtone then you have a bad cord or a bad surge protector. Inside the surge protector is a MOV device that shunts spikes to ground, it does not open the connection, so I would look at the cordset.
