Help with my tesla coil please?

Im having a horrible time gettin my tesla coil to work, it wont even spark i know my spark gap is work cause when i hook a ignition coil to it the ignition coil goes crazy shooting about 2 in hot sparks everywhere, but when i hook it to the primary coil it does nothing except spark like crossing the terminals on a 9v battery, ive tried defferent amouts of turns (2 to about 15) and tried with the cone shaped primary and a normal coil for my primary, the primary when its a normal coil is about 3in diameter and the secondary is about 1.5in in diameter, any help is welcome, thnks
