Punneet is right, it represents what the culture did and valued, be it cows, buffalo, tall buildings, etc. Also, you will only find art when a culture is doing well-people do not create  art when they are worried about food-only when times are good.

all the civilizations had their own unique art, so it signified them like their signature..

The first answer is correct, but I would like to add that nobody other than humans makes art. We are civilized to the point where we can create things and admire them.
