Help with torrents?

I heard the fcc told comcast the have to stop blocking bitorrent and the didnt listen to the fcc so now they are being forced to unblock bitorrent connections. When exactly are the unblocking bitorrent seeds cause i have a 16 mb plan with comcast and on torrents my download speed is 700kB and upload 120kB. I should be getting 16 mb connection, but comcast should have stopped blocking torrents right?

Does any body know when this will come?

And please dont suggest for me to switch to fios because my friend has fios and it sucks on torrents cause his speed is less then what i get on torrent

They ruled on it yesterday and they have to stop blocking it by next week.

Well the speed your going to be getting all depends on the seeders on the torrent, so just because you have a 16mb connection doesn't mean your going to be getting that on every torrent. And if you are really having problems and its not the torrent, select the "enable encryption" box which depending on what client your using may be in a variety of places.
