Hobos and cheese?

my friend went to cleveland with his dad they were walking along the lake. My friend was eating a cheese stick for a snack (he loves cheese). Then out of now where a hobo looking man comes and steals his cheese then he sniffs it and says "thats good cheese" then the man throws the cheese in the water and runs away. What are your thoughts on this true story was this a joke played by some teenagers? or was this man homelesss and insane? If he was a hobo wouldnt he eat it?

I saw on a news magazine show once a story about how in the late 80's State and Federal Governments. Started shutting down a lot but not all state and fed ran mental hospitals. They came to the conclusion. That this is why there a lot of mentally ill people on the streets running around with nowhere to go.Funding issues they said. Actually no one wanted tax money used for it.

I'm from Cleveland so I should know that we have a lot of homeless people. The majority seem like they have some sort of mental illness.

I go to school downtown, and I always come across guys asking for change, begging for food. But there was this one guy that would always hide in a dumpster and jump out and scare people walking past it.

We also have a shadowboxer. Most of them won't hurt you though...they just need a lot of help.
