Can you give an offer sheet to a restricted free agent who is under contract?????

For Example Malkin

The Pens have signed him through next year, but can someone offer him an offer sheet???

He doesn't become a free agent until the contract runs out, until then, he's "under contract".  When the contract runs out, then he's a "free agent".  Contracts run out at noon on July 1st.
