  1. The hull design of the laser has been the same since it's inception. The only modifications are the addition of the smaller Radial Rig, or different tiller extentions. There is also a Laser2 built for double handed sailing. The Laser is built to be a one design, meaning, in competition all boats are the same, relying on the sailors skill to win the race. It is used for Racing, and Pleasure.  It works like all fore and aft rigged sailboats, by Bernouli's principal. As the sail is filled, it billows out like an airplane wing. The wind traveling over the front of the sail has go a greater distance than the wind on the back of the sail. This creates low pressure in front of the sail, pulling the vessel. The Sail, accompanied with the opposing force of the keel, or dagger board allows the vessel to move. It is steered by a rudder and tiller.

  2. I hate to make this sound this way, but a Laser works the same as any other boat of that type of design.  A Laser is a great little fast dinghy and it is also a good boat to learn how to sail with.  The great thing about a Laser or just about any dinghy, is that the principles/theories about sailing are the same on a bigger boat.  Many people (Including myself) learned how to sail on a dinghy.

For the most part, all sailboats use the same physics to move through the water.  It is like an airplane in a way, a small single engine plane and a large jumbo jet stay flying because of the same physics.

As other people are going to point out, a Laser is a "One Design" sailboat.  That means that all of them have to be the same.  With all the boats the same, the knowledge, skill, tactics, and ability (plus a little luck) is what makes one boat finish ahead of the other boats.
