Homemade Chocolate...?

Question

How can I make 'homemade chocolate' with store bought cocoa powder? I know that it isn't the easiest thing in the world to get cocoa beans where I live, so I'd perfer to use cocoa powder if possible.

Are there any recipes that make a smooth, almost milk-choclate like texture?

All the receipes I have have cocoa beans in them.
