  1. As far as I know, no.  You can possibly go to a local American School and pay a fee to get a "standarized" test such as the Stanford test adminsitered by the school under supervision.

  2. You order a certain ciriculum online and they have test already done for you. So all you have to do is buy the books & tests. And then take your test.

  3. it depends on what kind of homeschooling they're doing. i'm being homeschooled (i'm in 10th grade) through a college that has a program for homeschoolers. i'm not doing college things, just fyi. i do the regular 10th grade program, and since it's through the college, they test me at teh end of each semester. just like normal school. so if they do that, you shouldn't worry about them. there is no "company over the internet" that you can get to test them. honestly, it's their own life, so you shouldn't worry about it. if you're concerned that  the children aren't getting a good education, then you should try to voice your concern to the parents. maybe ask them a few questions about their homeschooling methods. that's all i can help you for now. i hope i answered good enough for you.

  4. To whom do they need to "prove their education level"?  The local government?  They'll probably have their own test.  The school district they'll be coming back to?  Again, the school district will likely test them themselves.

Anyway... If they are American citizens living temporarily (or even long-term) overseas, they *may* be able to do standardized testing through Bob Jones University's Testing and Evaluation Service.  BJU Testing offers the ITBS (Iowa Test of Basic Skills) and the SAT (Stanford Achievement Test, not the college entrance one).  The tests are mailed to them, they administer the test and then send it back for "grading".

There are other companies that offer standardized testing to homeschoolers, I just can't think of any right now.
