  1. Hurricane names are chosen randomly, although, at the beginning of the hurricane season, they start at the beginning of the alphabet.

    The last hurricane's name was Dolly, right? So the next hurricane's name will start with a E. It could be Eric or Erin.


  2. The World Meteorology Organization chooses the names that appear on the list.  When a hurricane name is retired (Meaning it was very important, powerful, or extremely destructive) the choose a new name to fill in it's spot on the list.  Other names get reused.  They have a number of list and rotate them.  Thats why you hear hurricane names being repeated sometimes.  The WMO chooses names based on the basins culture.
