How can I add another language...???

Oh my, I'm technologically impaired...I need help..I'd like to add Mandarin to my computer. I've done it before but I can't seem to do it again. I know I have to go to "Control Panel" and then click on "Add another language" but where do I go from there? There's a bunch of other tabs and options :S

you need to go to the keyboards and languages then click on the language you can either chose to have a us keyboard setup or you can get used to the actual setup.
