How can I make it move!?

I asked before the same question but I think they couldn't anderstand what I mean:

My problem is that I wanted my MSN display picture ( flowers or cats or any funny picture) of GIF file to appear on msn ( moving) I inserted the gif picture & it was a rose on water ( water supposed to be moving) but it just appeared like a normal image!!

Please advise!
