How can i get this fixed?

my friends car has 3 burn marks on the ceiling. the color of the interior is light tan. is there anywhere she can take it to fix it. is it even possible to fix something like that?

you will probably have to replace the headliner.

Highly unlikely, as any patches will show to some extent, -- unless some kind of unusual  patterns or conditions are present!   New car headliners nowdays do not last real long anyway, as they are cheaply built, and they use cardboard backing with foam rubber sprayed on, -- the foam decomposes and headliner falls down!  So it wil probably not be too long before the headliner is down on their head anyway!  Having new headliner put in at upholstry shop  generally works out better, as they not only use better material, but it genreally is attached better to the backing "shell" &  it stays up where it belongs longer!  not terribly expensive, usually $150 - $200 - or sometimes less that that depending on who does it for you!

Of course a nicely trimmed patch with good glue applied does not look bad if it is attached all the way to edges, - so they don't fold down!

1. scrape as much as you can carefully with a razor blade. Find some touch up paint that matches your headliner. Dab a tiny amount on there to cover up any remaining charred fabric. You'll still see it if you look...but it won't be half as bad.

2. replacing a headliner is a peice of cake. I would just replace the whole peice. There is this foam type spray, that is headline adhesive. You should be able to find it from like auto zone. There should be buttons or something to take the headliner down that will pop out. Just take the fabric off the board of the headliner, spray with foam, cover the new fabric over the foam, rub is so that it's smooth, let dry for 24 hrs, and put it back
