Someone wants me to go with him to the river but I don't want to go. HOw can i say it nicely?

In cases like these, I don't think honesty is always the best policy. There's being honest and there's being brutally frank.

Why not say something vague like, "Thanks, but I have a lot to do to get ready for [whatever you have to do on Monday]."

'i don't want to go with you' and then tell him the reason why. Honesty is best policy. You have your own reasons, if he respects you he'll understand.
