The local Tax district will have the owner's name (and often mailing address).  If the name is not the same and the occupants then it is probably rented.  Sometimes a woman owned the home then got married and changed her name or a parent has sort of given the house to their children but not actually changed recorded data- so this does not always hold true.

  3. You can check with your county assessor and find out who owns the property.  Some, but not all, counties have that info online - you might have to go to your county courthouse.

  4. In theory the info at the Tax Assessors Office would have a different mailing address for the tax bill if the house was a rental. The owners don't live there.  But so many people cheat; they say they do live there which saves them on taxes.  So you will have to say to the neigbhors "Hi,  are you guys renting this house?"

  6. It's sometimes difficult to tell.

    The city or county tax records will have a "flag" indicating whether it's owner-occupied. Do an online search for "[locaton] tax assessor" -- for instance, "Fairfax County Tax Assessor" or "Prince Georges County Tax Assessor." Most jurisdictions will have property records online. You usually can search by address. You put the address in, and it'll bring up all sorts of information: The owner of the property, whether it's owner-occupied, when they bought, how much they paid, what it's assessed for, and much more.

    A Realtor can do the same thing for you.

    Problem is, sometimes--either because the tax records haven't been updated or the owner hasn't reported renting the property because there's often a lower tax rate for owner-occupied properties--a property shows as "owner occupied" when it isn't. However, if you know that the people in the house are Bill and Betty Jones but the tax record shows that the owners are John and Mary Smith, then you can assume that it's a rental.

    A Realtor can also check the property's history as recorded in the MLS. That's not totally accurate, either, since many rentals are done privately and not put into the MLS. Still, it's another clue.
