  1. buy a wheel cleaner and you a dish washing brush

  2. go to  halfords and get some alloy wheel cleaner...

It has some special chemicals that help clean the grime off...

If they are really not shiny anymore...

then maybe your option is to get them refurbed...

It might even be cheaper to get some new ones...

  3. as already said, Halfords has something cleverly  called "Alloy Wheel Cleaner".

Use gloves, let it soak.Use plastic brush.  Don't get it in your eyes or you'll get hurt.

If you do get it in your eyes risne off with water.

  4. Laquer on alloys is broken down by grit, road-salt and gravel.  Once it lets water through it, the alloys will look bad soon after.  You can clean them, but a re-furb is the only thing to make them better, and keep them looking good.  You have to get the tyres removed, and then either shot-blast the wheel, or get the wheels into a mortar-mixer full of gravel and water and washing-up liquid, to spin for about 2 or three hours each.  This does a great job of removing all the ruined laquer on them, and gets them ready for spraying with paint in the colour of your choice.  Use about one and a half cans of paint on each wheel, but the key is DON'T LAQUER THEM!  If you ever need to, you can T-Cut the paint, so long as you don't laquer it!

I have done about six sets of wheels like this, the results are great.  The alloys on my Mercedes still look good as new four years down the line.
