  2. If you want to build a website and it's your first go at it, I would recommend setting up a blog first. It will give you an idea of how things work on the web, how websites, categories, pages, are linked together.

    If you want to get a bit more complex, and have more flexibility building a 'website' I would suggest Yahoo Geocities : Get a free website with free sitebuilding tools :

    To build your website, you will need to signup & create a new account with any of them (which is free).

    The process of making the site can be simplified by WYSIWYG editors such as dreamweaver. But it would be recommended to learn hand-coding as well, since such editors, or incorrect usage of same, is known to produce invalid code, and bad cross-browser combatility.
