how do female models that are on the covers of maxim fhm etc get there, i know models on girl magz got there through agencys, but i wonder how the more s**y models get to that point

They also have agencies that specialize in "Sport" or "Lingere" modeling.  Some of the women are also winners of online contests, but for the most part all models you see on magazine covers - s**y or not - have legitimate agencies behind them.
