How do you get top contributor? ?

I recently asked some questions and the top contributor thing just seems to float to a random person. Does it choose by itself or by people voting? I don't get it. Plus he had 5 thumbs down if that means anything.

Answer lots of questions and get a good best answer rate.

A top contributor (C) is someone who answers questions regularly and gets the best anwser regurlarly. This however can vary as some people with 16% best answers rate are top C yet some people with 30% aren't. Usually you will get a top contributor mark if you answers questions on a daily basis and get  a 30%+ best answer rate.
