How do you use hair serum?

Question

do i put it on while my hair is wet or dry?

if my hair is supposed to be wet,do i always have to blow dry the serum on?

not sure if this is helpful but i have the loreal shine perfection serum.

you use just a tiny drop and rub it all over your hands

and then smooth it on your hair

you can do it when your hair is dry or wet
