In traveling in time right now, we all are.

It may be possible to slow your relative time by travelling near the speed of light (like "Planet of the Apes") but the technology to even do that is at least 100 years away.

If you are talking about going back in time to visit the dinosaurs then you're probably out of luck.  There is no good theory I've ever seen to suggest how that may be done.
