I would say so...my download speed was about half of that and I think mines is fast.

first of all, those things never run as fast as Provider promises!

dont ask me why?but it is like that my observation

you can test your network speed or your network proviers speed within your state there are several speed test websites avialable check on google for speed test

www.speedtest.net is an awesome site... Speeds over cable will very (its a shared connection).
