  1. Regular vodka is 40%.  Smirnoff unflavored included.  

    Overproof vodka is usually 50%.  Absolut 100, for example.

    Flavored vodka is usually 35%.  Smirnoff's flavors are all 35%.

Vodka is essentially diluted grain alcohol (ethanol).  As a commercially produced beverage, its alcohol content varies from about 40% (80 proof) to 50% (100 proof).  Near-pure grain alcohol is available in many states at 95% (190 proof).  You'll never see 100% because ethanol is hygroscopic, meaning it draws moisture from the air as soon as it's exposed to the atmosphere and "self-dilutes".  Guess you could do it in a lab, or may be available in chemical reagent grade, but no point as a beverage since it would essentially be toxic at that level and you'd have to mix it with something (in college we used to drink this horrible concoction of "Graves" brand grain alcohol (190 proof) and Hawaiian punch.
