It will depend on who owns it, it's location, size, and often, the time of year and how long the advertiser intends to use it.

Try contacting those companies that own the boards for more specific information.  The name of the company is usually posted on the structure, somewhere.

One nationwide company is called "Clear Channel."  Try finding them in the phone book under "Advertising sales."

To rent one? I don't know.. I would do an online search for billboards.  Or look in the yellow pages to see if there is a billboard company in your area.
