how smart? they already have automatic tuners that adjust the impedance of fixed antennas with frequency, and they have antennas that automatically adjust element length with frequency.

What kind of antenna do you have in mind?  Long wire, folded dipole, yagi, multi-element beam, vertical, all-band vertical, parabolic, etc..???  

What frequency or frequencies do you want to cover?  Is this to be a receiving, transmitting or both type of antenna?  

Directional or non-directional?

Impedance requirements, power handing capabilities, gain requirements, height, fixed or mobile????
