If the picture is not synchronized with the sound, it's probably because the file is either corrupt or was made that way by mistake by the person who created the video file. Try getting another copy.

If you mean the picture is blank and the sound works, it's most likely because you don't have the codec that was used to compress the picture. Try downloading Combined Community Codec Pack (CCCP) from their website (cccp-project.net). Make sure you check the Register Filters box during setup. If it still doesn't work in WMP, try using the media players that were installed with CCCP.
