You have to get an English copy of Pokemon Colosseum with the bonus disk (the Japanese has Celebi). Then follow the instructions on the bonus disk.

In order to get Jirachi, you need to transfer one from the Bonus Disc that came with Pokémon Colosseum (US), or obtain one from Pokémon Channel (EU).

If you have Diamond or Pearl, and have seen Jirachi, you can look for one on the GTS.

There have also been a few events that have had Jirachi, though none are taking place at this time.

the only way you can get jirachi is by going to the spacecenter and talking to a man every day for 100 days in pokemon emerald, ruby, or sapphire it doesnt have to be in a row but on the 100th day he will say this is 100th shuttle launch would you like to come.Say yes and you will go to space where you can find Jirachi and Deoxys.

That's truth to get a Jirachi you can transfer one once to your GBA game using the GCB - GBA Link Cable and the Bonus Disc from Pokemon Colosseum (US). Either that or get someone to trade you a Jirachi then trade it back so that you can look one up in the GTS.
