Show beautiful pictures of the area, activities, historic places, and local foods available in your advertisements.  Free admission tickets to area activities are also nice to place in your advertisements to get people to go there.

Advertising is the key.  There needs to be a web site that people can go to for information on traveling to that country.  There should also be materials (brochures, travel guides, etc.) that people can request either through that web site or by calling that country's bureau of tourism.  Advertising on television, radio, and in magazines would also help a lot.
