How to organize a benefit?

I have a friend who is suffering from SJS syndrome. In the near future I want to organize a fund raiseing event such as a spaghetti feed in the afternoon and maybe a dance in the evening.

I don't know where to start. Do I need a license for this event?

How do I get the word out to the public.Where would I host it? Our town is about 100,000 people and very generous.

They are going to have enormous medical bills and I know what I want to do is not much but every little bit will help.

Talk to the Chamber of Commerce. They might have some info. or numbers you need. There also is City Hall.
