i have seen this stuff before but whats it called you rub it on and then take it off and the paint come off

It is just called paint stripper. There are many types of paint stripper.

Go to your local hardware store or home improvement place and look at the paint strippers available.

A gel stripper would probably be the best choice for your guitar.
