You COULD go with an existing service like Blogger or WordPress or (ahem) Yahoo 360).

OR, for maximum flexibility (custom themes, add-in widgets, etc) get the WordPress SOFTWARE (which is open-source, and free) and sign up for a free web hosting account, and install WordPress there.
