How to read Texas Lottery ticket?

cash $ 70.00

What does the cash $70 mean? That they spent 70 or got 70 back?

I work for the company that runs the Lottery system in 18 states the ticket was a $70 winner.  the ########'s are the ticket research number we use to track winning tickets with.
