its illegal. you need software to download the torrents like morpheus or utorrent

you should download utorrent software (exe)setup  then install it. then a icon will be see in your right side tray it is green color type ok. and download a like from mininova.com . first search the file or software what ever you want then double click it and it start automaticlly and configure the satting to load utorrent when pc start up ok

+  it really depends on the website in which you downloaded the torrent.

+  it also depends on what you're downloading. If you are downloading pirated software, then it is illegal!

+ the inside of a torrent is somehow a link to the real download site of the thing that you want to download. Unfortunately, you cannot read the link on your own or by a notepad. first u need to download a software from utorrent site or bit-torrent

after installing this u need to go to find some torrent sites and make ur search for movies, audios, games, serials etc.,
