It says that she welcomes comments and questions so I would go to the site and send her this question. She seems very creative!

I think that she probably used a 1/4" elastic about 2-3" long and gathered it on the elastic.

Looks to me like she's taken a bit of elastic (try the clear, polyurethane sort), stretched and sewed it to the inside of the bust area using a straight stitched, and let it relax to make the bust gathers.

they best way i could describe it would be to "pinch" a little bit of fabric on the inside and sew the little scrunch together....idk if that makes sense....but do that as many times as you want for the length of the bunch you want and it should look right
