Who are the persons who are inspecting to some goods that will export to another country? example bananas from vietnam to philippines a agency willl check the goods before exporting it to philippines...

Who ever is the buyer of those bananas in Philippines would probably have some representative there to inspect the merchandise they are buying.  There may be some government agricultural official in the customs receiving end to ensure there is no dangerous contaminants in the fruits.  But its not likely he will check every banana.  Just random sampling maybe.  Every country has an agency to make sure contagious agricultural diseases are kept out by checking the imports.
