I can't down load files

Question

I can't down load files from Netlibrary. My laptop uses the d link router for internet but after a few minutes it stops downloading. to get the file I have to unhook the time warner cable fron the router and hook it up to my laptop. most of the time that works but occasionaly even that doesn't work. is it the d link router or is my security settings?
